Why it Matters

Defence and security establishments have historically been one of the least open government organisations to public or intra-governmental scrutiny. The secrecy that veils some defence activities often extends far beyond what is justified, making the sector particularly vulnerable to the abuse of corruption.

Corruption reduces the operational effectiveness of the armed forces and security services, and reduces public trust in them.  Corruption in defence and security establishments wastes scarce resources that could be spent on other public services.  International companies shun corrupt economies, which limits a country’s development. Corruption does not only harm defence institutions—it hurts countries’ economic and social development, weakens governments through a lack of integrity, reduces the public’s trust in the authorities, and debilitates peacekeeping operations.
